It cannot be compressed by paying more or by starting quietly, and starting without it is an enforcement matter rather than a paperwork oversight.

The practical consequence is that a programme showing machines on site next week has almost certainly not filed anything. Filing on the day the job is engaged, and booking the survey in the same week, lets those two clocks run alongside the utility disconnections rather than after them, which is what keeps a demolition to weeks instead of months.
